Viktor KHMARIN (henceforth KHMARIN) is a Russian lawyer and businessman, who is a friend and relative, by marriage, of President Vladimir Putin. KHMARIN has owned a number of businesses including, LLC "NefteProduktServis", which operated in the Russia energy industry, a sector of strategic significance to the Government of Russia. Therefore, KHMARIN has obtained a benefit from or supported the Government of Russia.
