There are reasonable grounds to suspect that they are an involved person under the Syria (Sanctions) (EU Exit) Regulations 2019 because they are or have been involved in activities carried out on behalf of the Assad regime, implementing or connected to the repressive police of that regime and/or involved in supporting or benefitting from the Assad regime.
Saleh Al-Abdullah is and has been involved in repressing the civilian population in Syria as a member of the Syrian Armed Forces of the rank of Brigadier General and as leader of the Sixteenth Brigade militia.
