Aleksandr Yuryevic KOBETS is a Ukrainian official appointed Head of the Kherson Military-Civilian Administration by Russia following its occupation of the Kherson region in southern Ukraine on 26 April 2022. KOBETS is an involved person under the Russia (Sanctions) (EU Exit) Regulations 2019 because in this role he engages in and provides support for policies and actions which destabilise Ukraine and undermine or threaten the territorial integrity, sovereignty or independence of Ukraine.
