There are reasonable grounds to suspect that they are an involved person under the Syria (Sanctions) (EU Exit) Regulations 2019 because they are or have been involved in activities carried out on behalf of the Assad regime, implementing or connected to the repressive police of that regime and/or involved in supporting or benefitting from the Assad regime.
There are reasonable grounds to suspect that Dr Malek Ali is or has been involved in the repression of the civilian population and/or supporting or benefitting from the Syrian regime in that he served as Minister of Higher Education in Syrian Government from at least 2013 to 2014.
