M LEASING is an involved person within the meaning of the Russia (Sanctions) (EU Exit) Regulations 2019 because 1) M LEASING is an entity carrying on business in a sector of strategic significance to the Government of Russia, namely, the transport sector; and 2) M LEASING is involved in providing financial services, or making available funds, economic resources, goods or technology, that could contribute to destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine.
