Igor Alekseevich ALTUSHKIN is an involved person under the Russia (EU Exit) (Sanctions) Regulations 2019 on the basis of the following grounds: (1) ALTUSHKIN is and has been obtaining a benefit from or supporting the Government of Russia by working as a director or equivalent of an entity which is carrying on business in a sector of strategic significance to the Government of Russia, namely the Russian extractives sector; (2) ALTUSHKIN has made available funds and goods that could contribute to destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine.
