There are reasonable grounds to suspect that they are an involved person under the Syria (Sanctions) (EU Exit) Regulations 2019 because they are or have been involved in activities carried out on behalf of the Assad regime, implementing or connected to the repressive police of that regime and/or involved in supporting or benefitting from the Assad regime.
Amjad YOUSSEF is an "involved person" under the Syria (Sanctions) (EU Exit) Regulations 2019 (the "Syrian Sanctions Regulations") on the following ground: YOUSSEF as a member of the Syrian security and intelligence services is or has been involved in repressing the civilian population in Syria, including through systematic rape and killing of civilians.
