Andrei Anatolievich ALEKSYENKO is an "involved person" under the Russia (Sanctions) (EU Exit) Regulations 2019 because he is the Head of the Russian-installed Kherson regional administration, in sovereign Ukrainian territory which Russia has illegally invaded and temporarily controls.
