| Armen Meruzhanovich SARKISYAN (hereafter SARKISYAN) is an “involved person” under the Russia (Sanctions) (EU Exit) Regulations 2019 on the basis of the following grounds: 1) SARKISYAN is or has been involved in obtaining a benefit from or supporting the Government of Russia by owning or controlling a Government of Russia-affiliated entity, namely S8 Capital, which obtains a financial benefit or other material benefit from the Government of Russia; 2) SARKISYAN is or has been involved in obtaining a benefit from or supporting the Government of Russia by owning or controlling an entity, S8 Capital, which is or has been carrying on business in a sector of strategic significance to the Government of Russia, namely the Russian information, communications and digital technologies sector. |
