KOSTIN holds a role equivalent to executive director as the President of VTB Bank (PJSC) and Chairman of VTB Bank (PJSC) Management Board. VTB Bank (PJSC) is owned or controlled directly or indirectly by the Government of Russia because the Russian Federal Agency for State Property Management owns 60.9% of ordinary shares within it; VTB Bank is therefore a Government of Russia-affiliated entity. KOSTIN therefore is or has been involved in supporting the Government of Russia through his role working as a director (whether executive or non-executive), trustee, or equivalent as President of VTB Bank (PJSC) and Chairman of VTB Bank (PJSC) Management Board.
